On March 21, the Tucson Police Department responded to a request for assistance by the Tucson Fire Department, who had responded to a reported child-drowning incident. Emergency medical personnel with Tucson Fire found a 4-year old male child unconscious and not responsive.
Tucson Fire Department personnel were able to revive the child during transport to a local trauma center for additional medical evaluation and treatment. While addressing the child, the emergency medical personnel noted that there was severe bruising on various parts of the child’s body. The bruising was suspicious in nature and considered to be non-accidental trauma. As a result, the Tucson Police Department was requested to do an investigation into the circumstances surrounding the reported near drowning incident as well as the obvious signs of trauma on the child’s body.
TPD detectives learned that on the afternoon and evening of March 20, 2013, Judy Minley, the child’s mother, age 26 her live-in boyfriend, James Dwight Robinson, age 27, disciplined the 4-year old boy over several hours and then put him to bed. On the morning of March 21, 2013, the child was found unresponsive. There was no indication that the child had actually been under water or nearly drowned as was originally reported to Tucson Fire Department emergency medical personnel.
As a result of his death, Minley and Robinson have each been charged with one count of First Degree Murder, a Class 1 Felony. They remain at the Pima County Jail.
