Top 50 City of Phoenix Retirees will cost taxpayers up to $183 Million

By Councilman Sal DiCicciophoenix-money

While the average citizen struggles to save for retirement, some “public servants” will be making millions from “public service.” 50 individuals walked away with a cash payout of hundreds of thousands of dollars, got a second retirement plan, and then started making over $100,000 in yearly pensions. What do you get?

Read Councilman DiCiccio’s Top Ten Pension Report here.

In a report generated by data from the City of Phoenix and with the work of actuaries outside of the grasp of politicians and staff, we found the following:

• The overall cost of the 50 employees is $183 million which includes the spousal benefit, presumes the average life expectancy, and includes cash out payments and interest acrued on city payments to secondary retirement accounts.

• The average cash payout at retirement is over $193,000

• The average age at retirment is 56 which is well below the national average

For example, a City of Phoenix librarian retired at the age of 58 and received a pension of over $102,000 a year, a onetime payout of over $286,000 cash (for vactaion and sick time, deferred compensation, and interest acrued from city payments to a secodary retirement account) – all coursey of you, the taxpayer. At the same time, citizens, like yourself, who fund that librarian’s retirement receive an average social security benefit of only $15,528 a year – and you aren’t able to collect that benefit until you are at least 62.

This turns the notion of “civil servant” on its head – making the taxpayer the real servant. A career in government was never intended to be, nor should it be, a means of acquiring unjustifiably large pension benefits that dwarf the benefits offered in the private sector.

The system has been gamed for years and everybody gets to take advantage of it. This isn’t reserved for just the top 50.

Here is how it works: It is a function of just three words – Conflict of Interest. City staff, who handle the labor negotiations, create the reports, hire the attorneys, hire the consultants, and report to the politicians, purposefully design and justify a broken system. People hired to protect the taxpayer slowly created a complicated web to benefit themselves at the expense of the taxpayers. Any reform they would likely impose on another becomes a requirement on themselves.

And the politicians? At one time, they could plead ignorance, but no longer. They too are beneficiaries of the same system.

Most companies have long since abandoned the archaic defined benefit plans such as the one offered by the City of Phoenix due to their massive costs.

Phoenix is facing a financial crisis. This year, the city was looking at a $38 million budget hole, and yet it refuses follow the lead of the business community. By reforming pensions to implement a 401K defined contribution plan as most employers do, the city could trim millions in future pension liabilities, create more predictibility in budgeting, and prevent bureaucrats from becoming rich off the backs of the workers they are supposed to serve.

Think about this – Each year, the annual pension payments sent to these 50 individuals totals more than $6 million. For that amount, we could fund the salary and benefits of 45 new police officers – something Phoenix vitally needs as our force is short over 500 officers

Still think we don’t need pension reform?

  1. We the taxpayers have become the public servants as they have voted themselves our education, health and road repair money. Cut their pensions and fire 20% of the supposed work force in government. They are worthless!

  2. what’s that smell…. oh it’s only castles burning – once the cities go broke – there will no longer be the glass slipper that pays for civil ‘servants’ three times over – there will be no services and I hope they saved some of that $102,000.00 per year because when it comes to an end that’s what it will be… the end…. and it’s in sight.

  3. If a power house such as Phoenix cannot find the money to run itself, 500 law enforcement short in Phoenix alone, watch crime escalate.

Talk to corrections officers and law enforcement about what is not reported.

Our local and state ruling elite are following very dangerous policies, and, they are arrogant enough to believe they live some enchanted life and the results of their criminal activities do not apply to them, but it does.

I want out before the danger translates into large scale violence, hunger, and death.

People move here for retirement or school, to escape the winters, live the easy life, I do not think they or we will wake up fast enough to see the spector of social unrest that has plagued other societies with horrific results, step in and smash our communities.

The purposeful flooding of our borders with kids, is the result of allowing the political elite full reign. These kids will crush our already overloaded system. The kids on the border are just the tip of tens of thousands on their way,

City and County pols smile and watch the disentegration as if, they are transported at the end of each day to Neverland.

Time to clean up or packup and get before real tragedy occurs.
The enemy is not at the gate or within the gate, they own and operate the gate, like the ghouls in Lord of the Rings, at the Gates of Mordor.

They have every intent of seeing us enslaved, they do not care, and as this plays out, they will become more and more arrogant. And, they have called themselves neighbors, I call them traitors of the highest degree, and they need to be put on trial and jailed.

This must be done or, we are finished as a community, a state, and a nation, as we have known it and never expected it to be different, believing the horror in movies of other nations could never happen here, and sadly it is, but, it can be stopped, are we willing?

Into the breech and harm’s way? Steady at the helm.

    • Great post PW but how many of the sheep really understand what is going on and how they are being treated??? This is the reason that this country is in the shape that it is with ILLEGAL immigration and all the rest of the scandals that have beset us at all levels of government. Bell, California and Detroit and with still more to come until we take back control from two groups of people. The politicians and the low and no information voters. If we don’t this country is finished and it might be sooner rather than later. We now have only 51% of taxpayers picking up the bill for the rest and we are 17+ trillion dollars in debt that every politician and low information voter just laughs off. My grandkids won’t have a chance to see what this country was like, let alone find a descent job. Your post speaks volumes about our voters and country.
