“Kelsey has undoubtedly earned the trust and respect of members of the House Republican Caucus, as well as of the larger community representing education interests,” said Bowers. “Her gentle demeanor and encyclopedic knowledge have made her one of the most effective negotiators I’ve ever encountered.  We can all continue to expect Kelsey to have a significant impact on public policy in Arizona.”

McCarthy comes to the House from the Arizona Tax Research Association where he has served as Senior Research Analyst since 2014.

“Sean is a recognized expert in the complexities of public school finance and the intricate and diverse means of delivering high-quality education in this state,” said Speaker Bowers. “His experience strongly compliments that of our majority staff, and it will well serve our caucus members and their legislative priorities.”
