Phoenix Police Arrest Repeat Graffiti Offender, Did Damage Over $38,000

The Phoenix Police Department has arrested a Phoenix man, Toby Manuelito, who is allegedly responsible for more than 314 incidents of graffiti damage resulting in approximately $38,000 in damage.

Since 2020, the Phoenix Police Department has been investigating reports of graffiti tagging over several neighborhoods including the downtown and Roosevelt Row areas with the moniker “MEYOE.” The city of Phoenix Neighborhood Services Department responded and facilitated the cleaning of these vandalized areas for the past two years.

Through multiple investigative efforts and surveillance, investigators developed sufficient evidence for the arrest of the 21-year-old Manuelito. Investigators obtained evidence of these crimes which included hundreds of pens/markers and spray paint cans.

Victims in this case reported the vandalizing of multiple residential properties, commercial businesses, city and state property, and artistic murals.
