Phoenix Police Arrest Woman Who Fled After Colliding With Jaywalker

Phoenix Police detectives booked Lucila Lozano Garcia after she took off from the scene of a collision that resulted in 25-year-old Jose Arturo Armenta Cisneros’s death.

According to the Phoenix Police Department, on September 3, 2023, around 2:20 a.m. officers responded to the area of 51st Avenue and Thomas Road regarding a collision involving a pedestrian. When officers arrived, they located Mr. Cisneros with serious injuries. The Phoenix Fire Department attempted life saving measures, but he did not survive his injuries and was pronounced deceased on scene.

The vehicle involved in the collision took off from the scene but was located by responding officers. The driver of the vehicle, identified as the 47-year-old Garcia, was arrested after showing signs of impairment.

Detectives believe that Mr. Cisneros was crossing 51st Avenue, mid-block, when he was struck by a southbound vehicle driven by Garcia.

Garcia was subsequently booked for DUI and leaving the scene of a fatal collision.
