“Once a bill is written, a legislator places the “intro set” into a box in the office of the Secretary of the Senate or the Clerk of the House. The box is known as “the hopper.”

At this point the proposed legislation is formally designated as “a bill.” The first bill introduced each in the Senate each session is SB1001, the second is SB1002 and so on. The House of Representatives starts with HB2001. The bill is logged and copies
are made available for the first time to other legislators and to the general public.”1
