Phoenix Police detectives are investigating a family fight that left one man dead, one in the hospital, and another behind bars.

According to the Phoenix Police Department, on October 15, 2025, at approximately 7:35 p.m., officers responded to a shooting call at a home near 19th Street and Bell Road. When officers arrived, they found a teenage male suffering from a gunshot wound and a man lying on the roadway, also suffering from a gunshot wound.

Witnesses told officers the suspect, the 28-year-old Milad Rafie, left the area before police arrived. The fire department responded and transported the teenager to the hospital with a non-life-threatening injury. They also treated the man on the roadway, 59-year-old Najbulla Rafie, but they determined he died on scene from his injuries.

As officers were securing the area, the shooter, Milad, came back to the scene on foot and gave himself up to officers.

Homicide detectives believe Milad got into an argument with family members inside their home. The argument escalated to the point where Milad pulled out a firearm and shot his teenage brother. Milad then went outside and shot his stepfather, 59-year-old Najbulla Rafie. Milad left on foot but came back to the scene approximately 20 minutes later.

Milad was booked on one count of second-degree murder and additional felonies.
