Arizona Legislature Week In Review – Week Ending Mar 15, 2026

Our 7th year, week 9

Lots of bills experienced action this week, including the 400+ that we are tracking. Here are some highlights:

SB1148 – supreme court; attorney licensing ADVANCED. Enables lawyers to enjoy the benefits of practicing in a right-to-work state by prohibiting the requirement that lawyers join an organization in order to practice.

HB2313 – (NOW: teachers; strikes; prohibition; remote instruction) ADVANCED. Government employees should not be allowed to strike or engage in strike-like behavior. This bill adds teachers to the list of those who are prohibited to strike.

SCR1024 – legislature; district residency ADVANCED. A key provision of this bill is that candidates must be members of the political party they represent for a minimum of one year. This is likely to discourage the creation of sham candidates.

HB4025 – study committee; gas; petroleum; refinery FAILED. This would have been the first small step in the long trip toward lower fuel costs in AZ. Six Republicans caused the defeat of this bill by joining the Democrats in their NO votes. We are not aware of any alternate proposals by those who killed this bill.
