Dead Suspect In Trooper Shooting Illegally Assumed Brother’s Identity

Phoenix police say they have discovered that the deceased suspect in the shooting of a DPS trooper during a traffic stop was using his brother’s identification. As a result, the deceased shooter has now been identified as 29-year-old Luis Mateo Jacobo Borja.

On June 19, 2023, Phoenix Police Department detectives were investigating the officer involved shooting that occurred at 35th
Drive and Holly Street. The suspect vehicle collided into a wall near 36th Avenue and Lewis Avenue and Luis was found dead with gunshot wounds.

Luis had an identification card on him indicating he was David Jacobo Borja. Luis physically matched the picture on the identification.

As the investigation continued, detectives learned that David’s brother has illegally assumed the identity of his brother David on multiple occasions in the past. Through fingerprints, tattoos and assistance from the family, detectives were able to confirm the suspect in this incident is Luis.
