Mesa Barricade Perp Arrested

Sheriff’s Office spokeswoman Courtney Palma, reported that the Sheriff’s Office responded to reports of a man with a gun in the 10040 block of East Boise Street in Mesa at approximately 1:40 Saturday afternoon. It was confirmed by Deputies that the man had shot at his girlfriend, but she was able to leave the house uninjured.

SWAT responded to the home and attempted to make contact with the man for nearly two hours. When the man refused to come out, they deployed tear gas. According to Palma, the man “became uncooperative” when SWAT entered the home and deputies shot him with one non-lethal rubber bullet.

A K9 officer who entered the home with SWAT was attacked by multiple dogs, Palma said, “leaving SWAT no choice but to use lethal force on one of them.”

The Sheriff’s Office K9 Marco was taken to a veterinarian with multiple bites and lacerations, Palma said. Palma later reported that Marco required some stitches and will need rest, but is expected to fully recover.

The man was arrested. MCSO has identified him as 45 year old Richard Winn as the barricade suspect from Saturday Aug. 13th.

He has been booked on the following Charges:

  • 1 count Agg. Assault with a deadly weapon F3 *non bondable*
  • 1 count disorderly conduct- weapon F6 *non bondable*

Mr. Winn also had an outstanding Felony warrant at the time of his arrest for FTA on Drug charges.
