TPD Officer Involved Shooting Deceased Suspect Identified

The Tucson Police Department is continuing to  investigating an officer-involved shooting that took place in midtown early yesterday afternoon.

The officer involved in yesterday’s shooting was Officer Raul Navarro, a 19-year-veteran of the Tucson Police Department.

The deceased suspect has been identified as 37-year-old Charles Hutchison. Next of kin have been notified.

On May 8, 2018, just after 1:00 p.m., officers responded to the intersection of East Grant Road and North Alvernon Way for a report of a man in the middle of the intersection holding a large knife. The caller stated the male was flagging down cars and yelling that he was going to stab someone. Upon arrival, two officers located the suspect in the intersection holding a large hunting-style knife. As they approached, the suspect began walking toward the Circle K (2351 N. Alvernon Way). Officers followed the suspect and began giving commands for him to drop the knife.

The suspect refused and approached the front doors of the Circle K. At that time, one officer discharged a Taser at the suspect. A second officer then discharged his firearm, striking the suspect multiple times. The suspect ran southbound through the parking lot before being tackled by one of the officers. The officers immediately rendered aid to the suspect utilizing their Individual First Aid Kits (IFAK). Tucson Fire took over medical treatment and transported the suspect to Banner University Medical Center with life-threatening injuries. Shortly after arrival, the suspect succumbed to his injuries and was pronounced deceased at the hospital.

Detectives from the Tucson Police Violent Crimes Section and sergeants with the Office of Professional Standards responded to continue the investigation. Detectives with the Violent Crimes Section are conducting the criminal portion of the investigation. The Office of Professional Standards is conducting a separate, parallel administrative investigation to examine the actions of department personnel. This is standard protocol in all officer-involved shootings.

Additionally, representatives from the department’s Critical Incident Review Board will evaluate the response to this incident.
