Rick “Rico” Castillo has been identified as the APS electrician killed in a fire in an underground utility vault just after 10:30 p.m. on Sunday.
Mr. Castillo would have turned 42 years old on Monday.
The fire also injured a second APS worker and cut power to numerous high-rise buildings on Monday in downtown Phoenix.
