Mesa Tax Preparer Pleads Guilty To Preparing False Tax Return

PHOENIX – A Mesa man, David Steven Rubin, pleaded guilty on December 4, to one count of aiding and assisting in the preparation and presentation of a false tax return. Rubin is set to be sentenced on March 2, 2020.

According to the Internal Revenue Service Criminal Investigation unit, Rubin, age 51, operated J&R Accounting Enterprises LLC, offering tax preparation services in the Phoenix metro area.

With approximately 25 years of experience preparing federal income tax returns, on June 3, 2016, Rubin prepared an income tax return for a client that he knew included false and inflated Schedule A deductions, including false business expenses, general sales tax expenses, and charitable contributions. He intentionally included the false deductions to reduce the client, C.H. Rubin’s taxable income and generate a larger refund than she was otherwise entitled to receive.
