AZ Legislature Week In Review – Week Ending March 22, 2024

This week could be labeled as, “The week of the strike-everything amendments”, because so many of the bills we are tracking were struck by such amendments. Here are some examples:

HCR2049 – ballot measures; challenges. We are continuing to track this bill because we support the new language, which is a revised version of failed bill SB1010. This bill would have prevented all government entities from imposing taxes based on miles driven, or to track individual citizens’ movements. Some individuals objected because this could have possibly prevented governments from tracking the movements of their own vehicles. To alleviate those fears, real or imagined, the new language includes an exemption for government own vehicles.

SCR1040 – permanent school fund; distribution; uses We are no longer tracking this bill. The new language has to do with tipped workers wages.

SB1064 – gasoline formulations; air quality. We are continuing to track this bill because the amendment did not substantially affect the main purpose, which is to keep the cost of gasoline as low as possible.

SB1654 – schools; finance; instruction; accountability; revisions We now oppose this bill because, as amended, it allows Career Technical Education Districts (CTED) to build housing facilities for foster and homeless youth. It should not be a function of CTED’S to build housing facilities.

SB1056 – municipalities; counties; fee increases; vote This was an excellent bill that would have made it more difficult for municipalities or counties to increase taxes. Because of the amendment, we are no longer supporting or tracking this bill.

SB1638 – residential property; transient occupant; remedies We supported this bill in its original form. As a result of the amendment, we no longer support or track this bill.

SB1357 – early ballots; affidavits; privacy We will continue to support and track this bill. As amended, this is an emergency measure that authorizes family members and household members of eligible persons to prohibit the general public from accessing their records.
