Phoenix Police are investigating the death of 20-year-old Victor Brooks who appears to have been a victim of a drive-by shooter on Sunday.
The shooting occurred near 16th Street and McDowell Road just before 3 a.m.
Phoenix Police learned from witnesses that a vehicle had allegedly driven by and shot into the area.
Victor was hit by the gunfire as he was running from the scene.
