Our 7th year, week 13 .
The legislature is continuing to do what it customarily does at this point in the session. It is doing a lot of work, but most of that work has to do with the budget, which is done behind the scenes and is not readily available to the public.
There is also some mopping up of pending bills, which include Rules Committee hearings, COW action, Third Reading full chamber votes, and Final Reading full chamber votes.
A significant number of pending bills are Concurrent Resolution bills (HCR and SCR) dealing with items to be placed on the ballot for voter approval or rejection. We are not likely to see any action on these bills until after the more pressing budget work is completed. A list of those bills may be found HERE

April is the month when the use of Strike Everything (SE) amendments flourish. Some of the bills still pending are prime targets for SE amendments. So far, we are pretty much in line with previous years SE activity.
The number of proposed SE amendments is 162 and the number adopted is 118.
It is a good idea to watch what is happening in this area because one or more of these events may occur: A bill we like may be killed by being amended via an SE amendment, or an issue we thought was dead may get new life in the form of an SE amendment attached to a bill that is still alive.

Bills sent to governor 105; bills vetoed by governor 22; current veto rate 20%.
Even the youngest among are not likely to live long enough to see the surpassing of this governor’s veto record.
