Many taxpayers would resist any takeover of the Board by the City, and certain loss of oversight, is seen in a series of emails between Mike Rankin, Kelly Gottschalk, Silvia Amparano, and others about the ownership of the Depot Garage. In an email dated March 18, 2010, Rankin writes, “I think we should be mindful of the scrutiny that the new District board will apply to this and all other transactions.”
