A former federal police officer now living in Sierra Vista will not challenge an out-of-state arrest warrant, clearing the way for law enforcement officials from Maine to take custody of him from the Cochise County jail so he can stand trial on a sexual assault charge.

Khalil Hassan Rashed was booked into the county jail by the Sierra Vista Police Department on Sept. 25 based on a no-bail felony warrant issued in Penobscot County, ME. On Monday, he stood before Judge Timothy Dickerson with a court-appointed attorney to relinquish all rights to an extradition hearing.

Arizona Daily Independent has confirmed Rashed, 24, left Sierra Vista to join the Marine Corps in 2015. He was hired as a police officer for the Veterans Administration in Togus, ME in January 2021, a position he gave up in June to go to work for another federal agency, according to a VA spokesperson.

It is unclear when Rashed returned to Sierra Vista.

Penobscot County court officials will not discuss the sexual assault case against Rashed until he makes his first court appearance in Maine. But despite the fact Maine officials say they want Rashed, his return to the Pine Tree State is not a sure thing.

First, Dickerson instructed the Cochise County Attorney’s Office on Monday to advise the Cochise County Sheriff’s Office that Rashed is not fighting the Maine warrant. Now the sheriff’s office is responsible to provide timely, formal notice to Penobscot County officials that Rashed needs to be picked up by Oct. 25.

If Rashed is still in the Cochise County jail on the deadline, Dickerson can order him released from custody. Maine officials would then need to issue and execute a new warrant.
