Thin Blue Line Benefits Association Under Investigation After First Responders Complain

An investigation is underway of the Thin Blue Line Benefits Association following complaints from retired Phoenix firefighters, police officers and their families about their company not paying their medical bills.

According to the Arizona Attorney General’s Office (AGO), Thin Blue Line Benefits Association LLC and Thin Blue Line Benefits Association Holdings LLC (collectively “Thin Blue Line”) are under investigation following a formal referral to the AGO by the Arizona Department of Insurance and Financial Institutions.

Last week, the Arizona Department of Insurance and Financial Institutions found Thin Blue Lines Benefits Association was unlawfully providing insurance in Arizona and issued a cease-and-desist.

Numerous complaints received by the Department of Insurance and Financial Institutions (DIFI) alleged that Thin Blue Line was not paying claims for medical services and was unresponsive to inquiries from consumers and health providers.

Investigations by the Department showed that the company sold health plans to retired law enforcement and fire personnel, with policies advertised to “fill the gap” between their retirement from duty and their eligibility for Medicare at the age of 65. However, by November 2024, without any notice, the company reportedly ceased paying medical claims, leaving many policyholders with unpaid medical bills.

On July 16, 2025, the Arizona Department of Insurance and Financial Institutions issued a Cease and Desist order against Thin Blue Line Benefits Association, LLC (TBL), for operating as an unlicensed insurance company in Arizona. Thin Blue Line’s status as an unlicensed insurance entity limits the legal authority of the Department to further advocate on behalf of the entity’s policyholders and their unpaid medical claims. The Department, however, recognizes the impact to consumers, emphasizes the urgent need for further action, and has assembled FAQ’s and resources to assist consumers.
