New Arizona Law May Help Lower The Cost Of New Homes

Against a background of Democrat opposition to, and governor vetoing of, most worthwhile bills, it is refreshing to see that House Bill HB2999 has passed and has been signed into law by the governor.

House Bill 2999, sponsored by State Representative Jeff Weninger, is aimed at reducing one of the major contributors to the high cost of new homes, which is the current practice of frontloading the cost of creating the infrastructure necessary to support those new homes.

When HB2999 becomes effective on the customary 90th day after the end of the legislative session, it will create State Affordability Infrastructure Districts. This new tool will enable infrastructure costs, like building roads and installing water lines, to be amortized over time instead of being added to the cost of the home up front.

This law protects the residents by keeping, and not interfering with, local zoning laws and the taxpayers by making it clear that district bonds and obligations belong only to the district and cannot pledge the full faith and credit or taxing power of a city or county.
