Turning Point Action’s second-in-command is pushing the false claim of the existence of a Phoenix development called “Qatar City.”
Tyler Bowyer, Turning Point Action’s COO, continues to post about a nonexistent development establishing a community governed by Sharia law. This is an unfounded rumor appears to have been started by an individual formerly associated with the controversial Anti-Defamation League (ADL).

A former ADL affiliate and local businessman, Jeff Schwartz, introduced the false claim in Senate committee testimony last week. Schwartz alleged that an unnamed realtor told him that the land was secretly slated for the establishment of a Middle Eastern community.
“I was told that the project was being funded by investors in the Middle East, and its purpose was not simply residential or commercial development but the creation of a community governed by Sharia law,” said Schwartz.
In the past, Schwartz was a candidate for the state legislature. He remains politically involved.
Schwartz has close ties to Dream City Church, which has partnered in recent years for faith-based events with TPUSA. Last February, Schwartz posted a picture with one pastor, Cid Cota, which showed the pair on a quail hunt.
Schwartz’s other social media posts reflects additional close connections in politics, including Mike Broomhead of the “Mike Broomhead Show” (the two visited the border together last March) and former Maricopa County Board of Supervisors Chairman Thomas Galvin (Schwartz endorsed Galvin in the 2024 election, and Galvin thanked Schwartz for working with him “on many important issues”).
About a week after Schwartz’s testimony, Bowyer posted a screenshot from the proposed Qatar City development slides.

Bowyer has dismissed statements from both elected officials and agencies that prove his claim to be false.
One of those officials, Rep. Abe Hamadeh, represents the district containing the nonexistent Qatar City development. Bowyer ignored Hamadeh’s official statement addressing the false claim, but has since shared other posts from the congressman.
Bowyer said the statements disproving his claim were merely efforts “to explain away” his shock, calling the Arizona State Land Department (ASLD) response “insane.”
ASLD explained the proposal slides shared by Bowyer weren’t even filed anywhere with the state. ASLD had no knowledge of the proposal, let alone input or approval.

In reality, the land containing the nonexistent Qatar City development has been under an entirely different and unrelated development plan by a national homebuilder, Pulte Homes, for years.
It’s long been in the works that this land would be developed for American housing to complement the adjacent industrial-zoned land purchased by the Taiwan Semiconductor Manufacturing Company.
These are all facts that have been publicly reported by the media, state entities, and developers since 2021.
Additionally, the individuals behind the Qatar City proposal were not proposing a Sharia law community. The proposal got the name as part of an unsuccessful bid to attract Qatari investors.
All throughout the week Bowyer has continued to push the false claim, even as supporters challenged the narrative.

Rather than taking the time to investigate the claim before posting, politicians took the opportunity to validate the Qatar City panic in furtherance of their campaign goals.
Rep. Andy Biggs, the Republican congressman looking to unseat incumbent Gov. Katie Hobbs, said the claim troubled him.
“Very troubling this would even be proposed by someone. We’re looking into this now,” said Biggs. “There will not be a Qatar City in Arizona when I’m Governor.”

Despite the ready presence of facts before the aspiring governor, there was no follow-up social media post advising the masses that Qatar City was never a real state proposal.
Instead, Biggs joined with fellow representatives to announce the creation of the “Sharia-Free America Caucus” within Congress. The timing of the caucus and its postings, combined with the continued absence of a statement reflecting the facts of the development, only served to perpetuate the false claim.
