Our 7th year, week 15
It is a rare occurrence for the Arizona Legislative Information System (ALIS) to report zero activity for a normally working day at the capitol, but that is exactly what happened this Thursday. Apparently, legislative members were busy at work putting together a budget to bring to the governor.
However, House and Senate members managed to do some good work during the three days that they took legislative action. Among the bills we are tracking, seven were finalized this week. Three of those bills warrant comments:
HB2249 – PASSED – This bill enhances our parents bill of rights by making it easier for parents to seek remedies when they think their rights have been violated
SB1221 – PASSED – It makes the AZ Department of Revenue accountable to the legislature when applying tax laws in a manner that affects taxpayers negatively.
HB2950 – FAILED – It would have enabled the creation of more taxing districts, in this case for the benefit of lodging providers.
Ballot referral bills. This is where we stand:
28 – Number of bills sent directly to the Secretary of State
11 – Number of those bills that are concurrent resolutions (SCR and HCR bills)
0 – Number of concurrent resolution bills that call for approval by voters.
Legislators typically wait until the budget process is completed before they turn their attention to these bills.
That could happen soon, because we may be very close to having a budget proposal to take to the governor, based on this statement by Senate Majority Leader John Kavanaugh in today’s issue of the AZ Senate GOP Newsletter, emphasis added:
“Governor Hobbs continues to hold Arizona’s legislative agenda hostage with her bill moratorium, threatening to veto nearly every bill that reaches her desk. In response, House and Senate Republicans have advanced as much floor work as possible on important legislation without transmitting bills to her for a guaranteed veto.
With floor activity now largely stalled, Republicans spent this week finalizing the details of a responsible, balanced budget proposal. We are very close to completion and will release our plan to the public very soon.
Our budget protects education and public safety with no reductions. School districts and charter schools get stable funding based on actual enrollment, and the Empowerment Scholarship Account program remains fully protected. To deliver on President Trump’s tax cuts, we’re shrinking government the smart way — with a modest haircut to non-essential state agencies so we can live within our means and give Arizonans more of their own money back.
Using honest numbers and roughly $400 million in new revenue — because, surprise, we’re not in a financial crisis — this fiscally responsible plan rejects gimmicks, protects the voter-approved State Land Trust, and actually solves problems.
Arizonans deserve results, not political theater. Republicans are leading while the Governor plays games. Time for her to end the obstruction, return to the table she abandoned, and work with us on a budget that puts families and taxpayers first”.
