FBI reports finds Horne had affair

According to the Yellow Sheet, the FBI’s campaign finance investigation into Horne concluded that Horne and Assistant Attorney General Carmen Chenal were having an extramarital affair. The FBI concluded that Horne likely left the scene of the accident to hide it.

An FBI report released Tuesday by Phoenix police who investigated the accident said FBI agents learned that Horne and Chenal used her apartment as a rendezvous site.

FBI and Phoenix Police Department reports indicate that Horne was driving the woman with whom he was having the affair, Carmen Chenal, in a Volkswagen Passat she borrowed from a colleague, when he attempted to enter the residents-only section of the parking garage for Chenal’s apartment. According to the Yellow Sheet, “Horne backed up and hit a white Range Rover when the gate wouldn’t open according to an FBI agent who was trailing Horne at the time. Special Agents Brian Grehoski and Mervil Mason wrote that the Range Rover “visibly shook” when it was hit, and that Horne sat there for 10 to 20 seconds before driving away and parking in another spot without checking the other vehicle for damage.”

“It should be noted that, through the course of the investigation, Special Agent Grehoski and Special Agent Mason learned that Horne is having an extramarital affair with Chenal and that they utilize Chenal’s apartment in furtherance of that affair,” read the FBI report. “Though motive is not an element of the criminal statute listed above (in the investigative report), it stands to reason that Horne did not want any record of his presence in the parking garage of Chenal’s apartment complex, thus he did not leave a note.”

Goodyear resident Kevin Montano said he didn’t know his vehicle had been struck until the FBI contacted him and he said his son was responsible for one of the marks on the vehicle’s bumper, the FBI report said according to CBS News. The FBI reported that Horne and Chenal buffed the scratches out of Heap’s bumper.
