Carroll Bullying Reaches New Level, Miller Staff Stalked

Editor’s Note: Since the time this article was published, DesJarlais has admitted to faking the cyberattack.

On Thursday, Pima County employees were startled by Supervisor Ray Carroll’s hostile attack on a young member of Supervisor Ally Miller’s staff. Carroll has been accused of bullying Miller’s staff in the past, but the Pima County Human Resources Department found that there was not enough evidence to act.

On Thursday, Carroll gave the Human Resources Department plenty of evidence. Carroll pulled a photo of Miller and her young staff member from Facebook, drew a circled question mark on his chest, and taped the Ten Commandments below. Holding the weird artwork, he charged a senior female member of Miller’s staff. The older woman was shaken by the encounter with the hysterical Carroll.

Carroll stormed away and taped the weird artwork on his office door.

Cyberattack on staffer

The controversy appears to be centered on a cyberattack focused on Timothy DesJarlais, a 19 year old member of Miller’s staff. According to DesJarlais sources, an unknown person has assumed DesJarlis’ online personae/ avatar/gamer name, Jim Falken, and is impersonating him through recently created Twitter and Facebook accounts as well as what appears to be a spoofed email address:  editor@azdailyherald.com. That site apparently existed for a couple of days, around May 5, but has since been taken down. All links embedded in the emails sent to Pima County supervisor candidates lead to error messages.

Coincidently, Miller’s Republican Primary opponent, John Winchester, has bragged that he was the one who connected DesJarlais to Falken.

On Thursday, DesJarlais issued an official statement:

“About roughly four years ago, as part of a high school project, I was involved in national simulations and created a character named Jim Falken that I ran a fictitious campaign for. I had pictures of myself posted on his campaign website, that had since been taken down where I role-played being the president of a fictitious country I had created. Since then, I have been too busy with work and school to play these “simulations” and I have not done anything to update these sites.”

“Regarding the current Arizona Daily Herald site and email address, those accounts are bogus accounts created by someone trying to impersonate me. As I work for Supervisor Miller and know both Kim and Marla well, I would have no reasons or time to pull any stunts like this. Nonetheless, I do apologize to anyone for the inconveniences caused to them and charge whoever did this to come forward and confess the truth.”

Carroll’s bullying past

Often times persons with mental disorders do experience religious delusions. The presence of the Ten Commandments in the attack raises serious concerns for some close to the situation.

In the previous reports of bullying, Carroll’s behavior was described as “aggressive,” “dominating,” and “forceful.” Staff reported that his behavior left them feeling “a little shook up.”

Over the years, many members of the public who have encountered Carroll’s “aggressive,” “dominating,” and “forceful,” behavior and foul mouthed rants, were not surprised by the staff members’ complaints or the County’s subsequent finding.

One staff member, who has since denied an encounter, had reported that Carroll “barged” into the elevator and verbally attacked him. A fellow staffer has however, stood by the original account.

In December 2014, Carrol’s erratic behavior took an odd twist when he turned to bullying a constituent. During a meeting, Carroll videotaped the desperate constituent as she addressed the Board.

After years of fighting for assistance from the Board, that constituent was found in her Green Valley home dead from an overdose, according to authorities.
